A pair of upper-Midwestern cities that are only about a four-hour car ride apart take the No. 1 and No. 2 spots. Madison, the Wisconsin state capital, posted by far the best score in the analysis, with a total score of just 111, meaning the city of about 250,000 tends to rank among the best in the nation across the 10 metrics we considered.
Minneapolis-St. Paul, Minnesota’s Twin Cities, took the second overall spot with a total score of 131, well behind Madison but well ahead of the tied cities of Washington, D.C. and Boston.
